This step is required because Tableau Server 2022.1 (and later) stores and manages identity information using the Identity Service. If you perform Blue/Green upgrades or you manually upgrade Tableau Server by 1) installing Tableau Server 2022.1 (or later) on a new machine and then 2) using the tsm maintenance (backup and restore) commands to backup and restore from Tableau Server 2021.4 (or earlier), you must first enable legacy-identity-mode to initiate the identity migration.
